RESERVATION – A NEW PROPOSAL TO THE CITIZENS OF INDIA

When the country and its top bureaucrats are so much fond of doing social justice to a good majority of Indian population. I and a lot of like minded people like me in the country have a proposal to make to such great thought leaders at the top of the country. Thanks to them to have come up with such an excellent idea of dividing the nation in the most innovative way.
Now let me make my propositions for a socially equitable society but mind you I am trying to follow not my own ideology, I am trying to use my brain and the Ideology of great thought leaders of the country who have come up with such a great policy of reservation for OBCs at higher education level. Hats off to them for such ill motivated thought and policy.
Proposal for further reservations for OBCs or any other castes/communities as the government or such great thought leaders seem to be fit and important for.

27% reservation in judiciary as desired by certain sect of people as it was highlighted in the media a couple of days back.
Reason – if education is the birth right of every Indian, even judiciary is something very important, because if they cannot get equal rights in judicial matters they may not be treated properly and they may be behind and it would be unjust to them.(same argument as for the one made for higher education).

27% reservation in all posts (top posts i.e. at the top 2 layers of these organizations) of police, army, military, navy and all such organizations/bodies of government.
Reason – as per certain study or comment a figure of 52% was mentioned to be the approximate population of OBCs, so if that is the case they need fair amount of participation in all such institutions of the country where they are not being given social justice for such a long time since independence.

27% reservation in the parliament and all state assemblies including the municipalities and corporations.
Reason – they need to be given at least this many seats and place in all these bodies, now come on you talk about social justice and if you cannot give them place in the most important bodies of the country then where is justice.

27% reservation in all trains, buses, airlines, ships and any other kind of public transport or utility run by the government.(including the right to walk on the road)
Reason – all the general category people always benefit from all these facilities leaving out OBCs, so let’s do justice to them. We already have so many quotas in all other public transport like railways so adding another will not be a problem. Let’s do it. Even OBCs travel and because of general category people their seat is always waitlisted, so let’s give them this reservation and help them.

27% reservation in all government jobs including schools and hospitals, they need to get their due even in these organizations
Reason – if they can be given reservation to study, then they also need reservation in work if not how will they get employed; it would be injustice to them. Let’s do some social justice and bring them up.

27% reservation in every other thing you can think of, because I can go on and on and on with ideas and more avenues, so I leave it for you to think and make your own proposals keeping in mind social justice and equality.

More over dare not to play with this 27%, it will be the same, even the most respected Supreme Court of India has played safe and not even touched it even by half a percent. So better be careful (no need to mention but just for your memory and confirmation all the above plans will not go against the proposed creamy layer concept as well, so everything is proposed to be done as prescribed and ordered by the Supreme body).

And you must be thinking I have gone mad and that’s why I came up with the above list, now come on be practical and try to follow the ideology of the great souls in the country who have come up with this plan and the souls who have approved it and given an honorable judgment in the same lines. It’s very simple if this is the way to bring social justice in education (mark my words “education” and I don’t mean higher education) then it can also be the way to bring equality and social justice in every other field in the country so lets try and get it implemented, if not you shall have to curse yourself all your life, that you were a part of such social injustice happening.
I am still shocked and surprised that the honorable supreme court of India completely reversed its decision in the course of a year or so and that too with an explanation with which at least I am not satisfied being a citizen. (I know I am no one to be satisfied but I just wanted to say that I am not satisfied, irrespective of whether it makes a difference or not) Now come on guys lets celebrate this great proposal by me and lets work and fight to get it approved and implemented as soon as possible, because after all its about social justice and equality and we must not be late in this front, we have already done a lot of injustice to so many people of the country, and don’t forget we have all those people and institutions behind us for this proposal as well as for the educational reservation thing. (if they supported for reservation in education that too at higher education level, will they not support such a great idea of social justice) JAI HIND

P.S – there is no intention to hurt any individual/caste/religion/organization or supreme body. These are my thoughts and I stand by them and I stand by my sarcasm, because that’s the only thing I am left with every other thing is going to fall under the reservation policy. So Cheers….

I am Sick!!!!

Of Ill motivated policies, of poor thoughts, of cheap politics and there is no medicine for any of these, not even Reservation!!!!!

Just a minute, I am not able to stop laughing….. yes not able to stop laughing,,, but why, because I cannot cry nor can I complain….. I am helpless….. Our country is helpless but why... ?? Yes most of us in our country are helpless. It has taken me more than a week to just settle down and have the courage and the motivation to pen down my feelings after such a historic judgment by the Honorable Supreme Court of India.

I am talking about the judgment on reservation for OBC’s in the elite institutes of the country. Why did it take more than a week for me to settle down and digest this verdict?
The following points may be the reasons I can explain to be some of the reasons why it took me such long time to accept the decision and do nothing more than that.

1) Only 1.5 out of every hundred in India go for higher education, and without any doubt more than 90% of these must be people from General Category. (The figure of 1.5 out of 100 is based on a report from a leading magazine and the 90% thing is my assumption, if u think for yourself I think u would agree with this number, just think about your peers)

2) 50 per cent of the IIT seats for the SCs and STs remain vacant, and for the remaining 50 per cent, 25 per cent are the candidates who even after six years fail to get their degrees. 3) In Delhi University, between 1995 and 2000, just half the seats for under-graduates at the Scheduled Castes level and just one-third of the seats for under-graduates at the Scheduled Tribes level were filled. 4) Overall in India, only 16 per cent of the places in higher education are occupied by SCs and STs. The quota is 22.5 per cent, which means that only two-thirds of the quota is occupied. One-third is going waste, it is being denied to other people (- Source: The Hindustan Times, Blog of my friend Mahesh)

5) No study in the country is available to prove or justify the population of OBCs, I know this point is irrelevant when we want to be in a reservation free society, but just wanted to highlight the fact that why and how has the government and the Supreme Court had a consensus on the figure of 27% reservation.

6) Dr. Ambedkar who started the policy of reservation during his times clearly mentioned and highlighted the fact that reservation is just a short term tool to bring equality in the country, so his insisted that the reservation for SCs and STs which he proposed need to be slowly removed after a certain period of time. But god help us it has been 60+ years after our independence and none of us have either seen any change in the life of SCs or STs due to the reservation and neither the policy has been reviewed or removed as per the direction of Dr. Ambedkar.

7) Now coming again to Dr. Ambedkar’s line of thought, he initiated this reservation program thinking that it would work wonders for the country, but unfortunately it has not at least for the past 60 years, so I pity on our country and the bureaucrats at the top who even after seeing such a big failure haven’t reviewed or removed the existing reservation policy and in fact they have come up with another topping on the Ice as another reservation policy thinking that at least this will work. Now god please tell me who in the world will explain these people that when you have played with a policy for 60 years and it has not worked does it make any sense to come up with another such ill motivated policy to play with the lives of the people of the country.

8) Does any political party in this country think beyond VOTES, I haven’t encountered any yet. In my life from when I have come to senses I have not seen any move by a single political party which was not politically motivated. The verdict on reservation is a rare incident where no political party has dared or even dreamt of speaking up against the verdict even if they have opposite feelings. You know why??? Because if they dare to raise their voice against this they will straight away lose the votes of the so called OBCs and to bring you to the ground reality – More SC’s, ST’s and OBC’s go to vote than the general category people. So don’t you think these political parties would do anything to keep them happy, irrespective of what is good for the nation. For the brotherhood of everyone in the nation. No they are bothered only about YOUR VOTE, you promise them a vote, they will do any thing for u, yes anything means ANYTHING, trust me!!!!!

9) According to different reports including the census data (also the Mandal commission and other committees which were working on this) and other studies, the total number of castes which fall into the OBC category is not yet clear to anyone and also the basis on which they are being classified as OBC. So please explain me these things before you talk about welfare and equality.

10) If you know a bit of constitution or even if you have read your civics well in class IX, try to recollect the class when your social science teacher was talking about things like Unity in Diversity, No caste, creed or religion, brotherhood, equality and Fundamental Rights. If you can recollect something about all these issues you can remember that our constitution says there must not be any kind of differentiation based on caste, creed, religion or region in the country. So are policies like this one respecting the Constitution of the country which was formed with utmost care and good objective and intention for the NATION.

11) The Supreme Court of India itself rejected the case for reservation exactly one year back saying there is lack of information and valid studies or reports to implement any such kind of reservation, I am still surprised/ shocked what substantial it got in this one year to give a completely contradictory Judgment. May be I am not aware of the exact reasons and justifications behind it because I do not understand law, but I am still not convinced (with complete respect to the Supreme body, this is just my view).

12) The HRD minister Mr. X (I don’t want to use his name here, does not make any difference) in an interview with Karan Thapar was not able to answer a single question regarding the reservation policy one year back, my question is – when the person who is lobbying for a cause in the Parliament of the country does not even know a single thing about the issue why is he a minister at all at first place and why do we need such minister’s who don’t know what they are doing and what they need to do. I am damn sure that even after the judgment has been passed he is not sure even about a single fact regarding the issue and is just celebrating that something which he lobbied for is finally successful. I pity on him and on the country, we are heading towards a great future.

13) The population of the country which is not able to even complete schooling, if u reserve seats for them in post graduate level institutes what sense does it make. If you are seriously concerned about equality and stuff like that, first try to ensure that they are able to at least complete schooling and under graduation. And then you can think about other things.

14) They say General category students will not be affected by the reservation thing because they will increase the number of seats accordingly. Now who will tell these people that “BOSS, wake up, the nation does not have enough faculty to even fulfill the current strength and needs, IITs haven’t paid salary to their employees, quality of education is deteriorating at top institutes, there is no infrastructure in place at the moment, please don’t do this for the sake of it to make the general category voters feel that their interests have been taken care of, we (Indian citizens) don’t need your sympathy and concern, we would love to get our rights with merit and not from cheap political moves”.

15) Our country has almost one school on an average in every one kilometers distance except a few places in Bihar and Rajasthan, but do these schools have teachers, buildings, black boards, books, walls, and other infrastructure to even make it eligible to be called a SCHOOL. When you have problems at the ground floor and you are making policies to do something at the terrace, what does it speak about you and your senses? I don’t think some sane person will do this(I don’t mean that those who are making such policies are insane but what do I do, what ever they have done does not prove that they are using their senses, at least in the right direction for the right cause and problem)

16) I believe every citizen of this country respects Mr. Jawaharlal Nehru irrespective of their caste, religion, state, political party or any other mode of division. He was very particular in his statement and he very clearly said that he was against any kind of reservation in the country. So lets at least respect some ones words whom we all respect as a person, at least because he is a Chacha for all of us irrespective of any division you can create.

17) Now such sick policies and ideas will create even more sicker and crazier ideas in minds of people of the country, to start with minority status and reservation for Muslims, then for Christians then for parsi’s, sindhi’s, jain’s, and every other caste or religion. My god please save our country and the crazy ideas of people till they reach heaven to meet you, let them explain their crazy ideas to you directly in spite of wasting them here on earth and spoiling lives of innocent people around.

18) Assume yourself in a restaurant, theatre, school, hospital, court, stadium, your own office, your apartment or colony, street, temple, and any place which you visit regularly and try to fit this reservation policy there (22.5% for SCs and STs and 27% for OBCs, other reservations depending upon your state or locality), now start asking yourself how would you feel in these places and in different situations. I think there cannot be a better way to imagine the impact of any kind of reservation in the country.

19) Now as the reservation thing is implemented don’t you think a rift between these castes would have already started due to all the war of words going on for such a long time now, did we require this for such a ill thought policy.

I can keep on going with many other reasons like the few which I have stated above, but will it make any sense. The verdict has already been given by the most respectable Supreme Court of India. I would just say and in fact request all politically motivated souls of the country to GET A LIFE and stop playing with the lives and emotions of 110 crore people of the country. Please spare us for the sake of peace, harmony and brotherhood in the country. You want votes, I will give you my vote, in fact I will lobby for you irrespective of who you are, which state you are from, which religion you belong to, which caste you belong to, which sex you are of, and any such kind of questions. I just will look for good intention, practical orientation, good knowledge about the country and the people, do’s and don’ts of your job, and genuine hard working capability, that’s it you will get the vote of the whole nation, but please don’t play cheap politics and spoil lives of people in fighting with each other for material and immaterial things. We have a big and beautiful country, lets live with brotherhood and harmony. Please for GOD SAKE!!!!!!!!!!!

Now do you think I could have digested this fact yet, No, but this is the way life is, and finally I am here to share my thoughts wit everyone irrespective of your caste!!!

P.S- (I did not want to mention I, me or name of any caste or there was no intention to prove good any particular caste or category, what ever I have used was just to help explain my point easily. I don’t have any problem with any particular individual or institution, if any name or reference is used above its just for illustration and ease of understanding. I completely respect and honor the Supreme Court of India, Dr. Ambedkar and Pandit Jawaharlal Nehru, there names were just used to make a point relating to them and not to offend any ones feelings. The above content is just to pour down my feelings and there is no intention to hurt or offend any individual or institution. I still am proud to be a Citizen of India and would live throughout my life as one and would always like to be called as known as a Citizen of India and not as a member of any caste/creed/religion/state/community/any other type of division you want to create. I am Indian and I am not bothered what other ways you want to see me or call me in. Jai Hind!!!!! )

What if you have performed even Better.......

Reservation seems to be the biggest controversial issue in our country in the last one year, as there are different views and interests towards it , so lets examine, Do we really need reservation firstly by knowing the literacy level of India …..
A survey done on literacy in India by a leading magazine
95 out of every 100 i.e.95% of children between the ages of 5-10 enroll in school
70% of these students study till 8th STD
Only 20% of these students study till 10th or 12th
Only 8% of them study at graduation level
Only 1.5% of them go on for professional study that is Post Graduation

Supreme Court of India has recently ruled out against reservation and has stayed the 27% reservation for OBCs implemented by the Government of India with reasons as following

Reservation based on caste etc... is not valid at the moment as the number of OBCs where determined based on 1931 census and not according to the latest census
Creamy layer will take advantage of this kind of reservation which is meant for people who are economically backward and do not have appropriate resources
SC has asked the concerned authorities to take appropriate steps to collect latest data on the other backward castes and also data from the latest census and to not blindly follow the 1931 report
It is also important to note that SC hinted that Political parties must not use reservation as a tool for creating and developing vote bank

A case to show why the reservation policy in not working well and will not work well to address the real issue

Short-listing Candidates for Admission to Post-Graduate Programme (PGP) 2007-09 of IIM (Source iim-a website)
Ahmedabad
A total of 280 seats are available for admission to the Post-Graduate Programme 2007-09 of IIM-Ahmedabad.
The break-up of 280 seats for various categories of students is given under:

From the above table we can clearly note that 21 seats have been reserved for students from Schedule Tribe but only 20 students have been short listed which means 1 seat is left empty due to less number of students qualifying for the said program and the seat will have to be given to a student from other caste and which also means that from the 20 students who qualified some of them may not be as meritorious as the students of other sections which means that just for the sake of reservation, may be merit will not be given preference and just to fill the allotted seats even less meritorious students will be taken in and meritorious students from other sections will pay the price even after so much hard work put in by them just due to the carelessly made reservation program.

Another important point to be noted here is that the ratio of students short listed in every section is a good example for us to realize that General category students have to face more competition and others can just get their seat without much competition because they have seats reserved for them. So the ratio of number of seats to number of candidates actually selected has to be analyzed carefully to know the kind of impact of the so called reservation policy.


It is also to be noted that reservation by the government is proposed only for professional study that too only at elite institutes like the IIMs and IITs, which means reservation is being implemented only for 1.5% students of the total students who enroll for education and we need to remember that only 0.2 % from the above 1.5% students enroll in the elite institutes and also only not all of these 0.2% are from the so called castes. So the point here is that the government is implementing such reservation for the sake of a meager % of people who may or may not reach this level of education. So here it is important to note that reservation is not required at this level of study instead it is to be implemented from the grass root level if at all it is to be implemented.
The above point is said keeping in mind the literacy survey done which clearly shows us the different level of literacy at different stages of education.

Another important point in favor of the voices against reservation is; - In no other country in the world there is reservation based on caste or religion.
Also we are the only country in the world where everyone wants to be recognized as a backward caste person and people feel proud to have the status backward caste for the so called benefits given by the government and which makes us feel poorer and backward than we actually are. Even after establishing themselves as backward mostly people do not get too many benefits from the government except a few promises made by political parties at the time of elections to increase their vote bank.

COUNTER ARGUMENT
One important point which is in favor of the pro reservationists is that a student who is from backward place who does not have proper facilities like good schools, quality teachers , good infrastructure in their schools , and availability of resources like books , tuitions, computers, libraries. And other resources like electricity at the place of stay and study, money to afford education in this inflation borne country where even getting meals twice a day is doubtful at times for millions of people, so expecting a student from such a condition to be meritorious when compared to other students who have all the facilities mentioned above, which create an environment for dedicated study and high ambitions in life, is like an irony in itself. A student from backward place is not able to concentrate because he/she already has so many other worries in life regarding food. shelter and clothing, so they don’t have an environment suiting dedicated study so how will that student be meritorious in his studies and how can one expect him to perform exceptionally well.

Reservation not the solution;-
The counter argument is very strong but we need to realize that reservation is not the solution to encourage these deprived students to go for higher study because if reservation is implemented there will be a lot of students who are from the so called caste but they are well to do and they have all the facilities but they get the undue advantage just because they are from the so called caste , so we can conclude that Reservation is not the appropriate solution to motivate the economically backward students to go on for professional study. The government must stop spending time and money on such baseless reservation policy and instead start taking more initiatives in form of financial and other facilities so that there is no drop out at any stage of education in schools.

Ergo it is really important for the government and judiciary to rethink completely about the reservation policy not just of the OBCs but also of the SC’s, ST’s and other castes on which reservation is already existing and on which it is being planned to be implemented

A Sample Solution for this problem is as follows;-
A Point based system has to be introduced in place of reservation which will answer the issue more appropriately. This system has been implemented in various developed nation successfully without any kind of bias or prejudice

There must be 200 points out of which a student must be marked and selected based on the number of marks each student gets
Classification of marks is as follows

15 marks if the student is from certain said backward caste
20 marks if the student is from a economically weaker section
165 remaining marks must be given based on academic performance and other factors
Relating to the study to be undertaken

In this way only the meritorious students will be selected irrespective of them being from backward caste or from economically weaker sections or from any other caste or region, and hence the issue will be addressed effectively.

The above given solution is just an example of how can things be managed and improved without implementing Reservations by always giving advantage in terms of points to the people who are not getting all those resources to study higher and have big ambitions, but without causing any kind of undue differences or bookings. So as true Indians we need unity and equality to prevail!!!
